Pure usage billing with no plan fee makes this the cheapest per-message option in the email category at $0.10 per 1,000, which suits teams already running on AWS. Attachments add $0.12 per GB, and dedicated IPs cost extra, either $24.95 a month each or a managed pool at $15 a month plus a sliding per-1k charge. There is no permanent free plan, only Free Tier credits for new AWS accounts, and data stays in whichever AWS region is chosen.
